JAKARTA, Riauandalas.com – Terkait sengketa lahan Masyarakat Siak yang diserobot PT. RAPP selama kurang lebih 6 tahun yang berlokasi dikepulauan meranti akan tetap berlanjut terus.
Hari ini Pengacara Masyarakat Siak Ir. Surya Negara Panjaitan,SH.,MH memgunjungi Direktur Penanganan Konflik Tenurial dan Tanah Adat Kementrian Kehutanan Republik Indonesia untuk menanyakan tindak lanjut menyelesaian sengketa lahan antara Masyarakat dengan Pihak PT.RAPP.
Dalam pertemuan tersebut Pengacara Masyarakat menyampaikan langkah langkah yang telah diambil sehingga permasalahan ini mendapat suatu solusi diantara.
1.Menyurati pihak PT.RAPP ( ada respon dan data lahan masyarakat yang belum dibayar sangat jelas namun tidak dilakukan pembayaran oleh pihak perusahaan )
2. Menyurati Bupati Kepulauan Meranti ( tidak ada respon sama sekali )
3 Menyurati Gubernur Riau. ( ada respon )
Menurut Direktur sengketa Surat yang dilayangkan Kepala Dinas Lingkungan Hidup dan Kehutanan Provinsi Riau Bapak.Ir.Ervin Rizaldi.MH tidak lengkap, Padahal prosedur pengajuan dan persyaratan yang dilampirkan harus lengkap, Contohnya dalam Surat Kepala Dinas tidak mencantumkan data lokasi lahan yang bersengketa secara jelas.
Masih menurut Direktur Sengketa lahan seharusnya penyelesaian dilakukan di RIAU karena persoalan terjadi dilokasi tersebut dan masyarakatnya yang mengalami kerugian,” Ungkap nya.
Jika berbicara Izin yang diberikan Kementrian kepada PT.RAPP mengelolah /menguasai lahan awalnya data yang telah diajukan oleh daerah dalam hal ini Bupati dan Gubernur, Namum demikian Pihak Kementrian kususnya bagian Sengketa akan menyurati kembali Kepala Dinas Lingkungan Hidup dan Kehutanan Provinsi Riau agar melengkapi data yang baru agar dapat diproses.
Dengan Penjelasan yang diterima kuasa Hukum Masyarakat Ir.Surya Negara Panjaitan.SH.,MH dari Direktur Sengketa lahan sangat disayangakan dimana pelaksanaan TUPOKSI dari masing- masing aparat pemerintah tidak bisa berjalan sebagaimana mestinya sehingga masyarakat tidak merasa terombang ambing,” Ungkap Kuasa Hukum Masyarakat Surya Negara Panjaitan.
Ditambahkanya, harusnya dimana wewenang daerah dan dimana wewenang Pusat dalam permasalahan sengketa lahan masyarakat dengan Pengusaha jelas Pengaturannya,
Selama ini jika ada investor yang masuk kesalah satu daerah dalam pengengembangan usaha pasti masalah utama adalah Lahan,” Ungkapnya
Pengacara Masyarakat Siak meminta kepada Direktur Sengketa segera mengirim surat kepada Kepala Dinas Lingkungan dan Kehutanan Provinsi Riau agar melengkapi data yang dibutuhkan agar masalah sengketa lahan masyarakat ini dapat segera terselesaikan dan tidak ada yang dirugikan.
karena sudah hampir sebulan surat yang dilayangkan kepala dinas tersebut ke Kementrian Lingkungan dan Kehutanan Cq.Direktur Jenderal Perhutani Sosial dan Kementrian Lingkungan Hidup dan Kehutanan RI belum ada tindak lanjut sampai dengan Pertemuan Kuasa Hukum Masyarakat dengan Direktur Sengketa hari ini. Jelas Surya Negara Panjaitan.
Pihak perwakilan dari masyarakat M.Efendi juga sudah menanyakan kepada Menteri Kehutanan Ibu Siti Nurbaya terkait perkembangan informasi terkait sengketa lahan tersebut, Namun jawabpan Bu menteri belum pernah ada yang datang dan mengajukan terkait sengketa lahan di Riau.( Fendi / biro ).
